John Baker currently serves as the Chief of Police for the Lancaster Lebanon IU13 Police Department and the Safety and Security Director for the IU13. John’s jurisdiction covers both Lancaster and Lebanon Counties and impacts over 90,000 students and 6,000 staff working in 22 school districts and 150 non-public schools. In addition John provides safety and security consulting to educational and private industry organizations across the Commonwealth and Mid-Atlantic region. John is a frequent speaker at safety and security conferences and organizational meetings. John is a published author, contributing to periodicals and most recently in the completion of a college textbook. John has a BS in Psychology and is currently working on his graduate work. In addition John is also a board certified protection professional (CPP), Executive Protection Professional (EP) and a specialist certified by the Attorney General’s Office of Florida in designing space that supports positive human behavior (CPTED). John also graduated from the Gavin DeBecker Threat Assessment Institute. John has over 30 years of experience in law enforcement, safety and security and the military.
